Auditing Services for Five Years

 The Six Mile Regional Library District (SMRLD) is seeking the services of an independent audit firm to conduct annual audits under a 5-year agreement.  Each annual audit must be completed by October 1st following the end of the fiscal year (July – June).  The audit must then be approved by the SMRLD Board of Trustees, and filed with the Illinois Office of the Comptroller, Local Government Division in accordance with 50 ILCS 310 Governmental Account Audit Act and the Madison County Clerk’s office, following the end of each fiscal year.  The annual audit must be conducted in accordance with the most updated Government Auditing Standards.  A Single Audit must be also conducted in accordance with the Single Audit Act and the Office of Management and Budget Circular A-133, Audits of States, Local Governments and Non-Profit Organizations.   

The SMRLD is an independent local governmental taxing body providing library services to the communities of Granite City, Mitchell, Pontoon Beach, and a few unincorporated areas.  At the end of June 30, 2013, the SMRLD had $4 million invested in capital assets including land, buildings, furniture, and equipment.  The annual budget is $1.8 million; the District does receive additional national, state, and private grants.  In accordance with generally accepted accounting principles for governmental organizations, the accounts of SMRLD are organized based on funds, each of which is considered a separate accounting entity.

The Six Mile Regional Library District welcomes any qualified, quality accounting firm, including minority and women owned businesses to submit a proposal.  Proposals for service, at a minimum, must include:  scope of work, timetable, biographies of auditors working on audits, references, and cost for each year.  Proposals must be received by Tina Hubert by 4:30 p.m. on Thursday, March 27, 2014.  The SMRLD is temporarily located at 2901 State Street, Granite City, IL 62040.

Revision of Bids Openings Deadlines

The deadlines for bids have been revised.

Bids for general construction services are due on Wednesday, September 4, 2013 at 2:00 p.m. when a public opening will occur.  Late bids will be rejected.

Bids for asbestos abatement services are due on Wednesday, September 4, 2013 at 3:00 p.m. when a public opening will occur.  Late bids will be rejected.

Successful bidders for either project were required to attend mandatory pre-bid conferences which were previously held.

Advertisement for Bids – General Construction Services for the Renovation of the Downtown Library Facility

This project is to renovate the original 1929 library facility.  This is a 17,000+ square-foot multiple-story building.  The work includes tuck-pointing, new electric, HVAC, plumbing, lighting, and elevators.  Full details are available in the bid packet.

As of Friday, August 2, 2013, bid packets may be purchased at Commercial Documents, 1712 Macklind Avenue, St. Louis, MO 63110, (314) 678-0087; or examined at Southern Illinois Builders Association, 1468 Green Mount Road, O’Fallon, IL 62269. (618) 624-9055.

A mandatory pre-bid conference will be held at the project site on Friday, August 9, 2013, at 10:00 a.m.

Bid deadline is 2:00 p.m., Thursday, August 29, 2013, when a public bid opening will occur.  Late bids will be rejected.

The Six Mile Regional Library District reserves the right to reject any or all bids, to waive irregularities in the bidding, and to award the contract to the lowest responsible bidder.  If the contract is awarded, the successful bidder will be required to post performance, labor, and materials payment bonds.  In addition, the successful bidder will be required to comply with all applicable laws including payment of prevailing wages to all contractors and any subcontractors, and compliance with the Illinois Human Rights Act.  Additional information including minimum qualifications for bidders, form of bid, form of contract, plans, and specifications are in the project manual.
